Toshiba C850 Not Powering ON

Model : Toshiba C850
Board : DAKAR10F
Problem : Not powering ON
Observation & Action taken:
When Connecting Laptop to PSU, showing 0.100Amp & TPS51123 getting hot. when checked for short there is no short at any coil.
Replaced tps 51123, still same problem, again tested all capacitor near tps 51123 & found one capacitor showing low value around 40ohms
Traced it found that its connected to VREG5(i.e 5V LDO line). checked for short by supplying 5v at this point & got one 6 leg small IC near CPU getting hot. traced it & found its thermal controller, replaced it......
laptop is alive...
