G31 Consistent Can't Power on

Consistent G31 Board
Prob: Can't Power on
No any Components are heating and no any Components are burnt.
So I Programmed BIOS But nothing change. I Checked all voltages and Doubt on IO Chip
So at last only just replace the IO chip (W83627DHG-P) and Bingo
And now Board is working well.
