acer v5-571 not powering on

hi i have husk 11309-02 acer v5-571 motherboard
it not powering on voltage near rt8223 3.3 /5v ALW is comming
but NO 3.3/5v near coils PL4101& 02 3v near power on switch ok
when i press power on for slipt seconds 3.3& 5V comes near coils but goes of immediately
bios re programmed but no luck any help would be greatly appriciated
