nm-a181 not power on

i have a AILZA NM-A181
REV :1.0
in which pl401-pl402 on 3,5v not showing...
also bios on not showing 3v...
but battery connector and power switch at showing 3.5v...

i have change 8a-1a regulator ic...but same problem
and no any shorting in board...

The 3.3v will come after you press power switch, so i don't think its the regulator, it could be the enable signal coming to the regulator
