Dell latitude e6400 no display

All supplies are ok reflashed bios still no display ,vcore,gfx supply generate after few seconds after turning on the laptop and when they generate laptop turn off after 10 seconds !! Reflowed north south and io controller sometimes all led starts blinking !!

Brother in this laptop i have faced many time same issue and it was solved with replacement of ICH (Southbridge). Try to to replace ICH, I hope it would work.

I checked for pltrst no voltage is there ich is faulty or clock generator ?? I had replaced the crystal too no oscilator to test please help !!

IF PLTRST NOT COMING THAN WHY REFLOW NORTH..
BOSS TRY FOR CHANGING ICH I THOUGHT ITS WORKING.
