Fnaly Solved the issue, The default bios setting cpu is overlocked, Dynamic mode change to low mode then booting problem solved, thanks friends

if it is solved by changing cpu mode from dynamic to low mode, the problem will come again...
changing a working NEC TOKIN is must...
If already changed, again change another new one or replacement CAPS 4x330u or 3x440u.
