Dell Cedar FX3MC Switching On problem

Hi This is my first query regarding a Laptop Board Dell Cedar FX3MC which has problem of not switching on in standby mode Dc Power supply showing 10ma current and if I press power switch it goes to 30ma some times 98ma and return to 10ma. Please help regarding this. 5v 3v always voltages seems steady.
