Check rtc section working conditions. If rtc working good then check ec working conditions . If ec working conditions meats to requirement then check bios if s5 is not released .

To varify PCH is Faulty

On cold test Check Pin8 on Main bios if the resistance is low or 0 and there is no other shorting in 3.3V line components then u can be pretty sure that u have problem with ur PCH

Check the SUSB and SUSC resistance with respect to ground ...if low then it may be one of the reason for PCH gone bad

other physical conditional also matter and sometimes like in 5050 board u find GFX coil shorted without cpu load ...in these conditions

we can make sure pch is faulty...the capcitor on PCH itselfs shows short ...
